A study on applying methods of part-time civil service appointees to the Korean Civil Service Pension: Based on International Experiences

Abstract
In 2014, the Korean Government introduced a new type of part-time working system in the public sector in order to achieve the employment rate of 70% and create high-quality jobs. Although most of the arrangements which are applied to the full-time civil servants are still valid for them, there are regulations specific to the new part-timers in terms of recruitment, working hours and duties. In particular, the new type of part-timer is to be insured by the National Pension instead of the Civil Service Pension. In most countries, however, part-timers are often treated the same as full-time civil servants, especially concerning the pension compensation. Many argue that there is no particular reason to apply different pension rules just because of other working conditions, even though the part-timers conduct the same things as the full-time workers do. All things considered, it is recommended that the current pension plan for the part-time workers needs to be re-evaluated. This article examines the pension regulations for part-time civil servants, especially focusing on Civil Service Pension. A new pension policy for the part timers can boost flexible work in the Korean civil service system. But it should be also noted that the civil service pension system may not be advantageous to all of the part-timers, depending on how to calculate the insured periods and pensionable earnings. Therefore, it is necessary to make a careful review and public consensus before deciding the new policy.
